Regarding work

My son works for an agency, through the agency he has been working  with jaguar for 18 months, last week jaguar finished all the agency staff, the agency that they work for has said as soon as work comes in they will be in touch, also when they worked for jaguar they were payed from the agency, does this mean the agency has to furlough them.

No, an employer isnt under any obligation to furlough anyone.

The agency can furlough them. They do not have to. It is unlikely that many agencies will be able to afford it as they have to pay out and then reclaim the money. Do not think anybody has posted yet that an agency has put them on furlough.
