Volunteering to help NHS

Hubbie and I have volunteered to help the NHS with anything they need but both have been refused.  They don't tell you why you've been refused.  What I don't understand is he has an active DBS certificate as he's employed by the local authority.  And we've both been high level military vetted due to one childs career.  It's making me feel a bit unwanted.  Has anyone else had this happen? Does anyone know what their vetting process is?
