Furlough for previous employees


I worked for the council until 28th of February ( but with paid holiday until 3rd of March). I have worked for my new job ( since 2nd March ) so can't receive paid furlough. I have spoken to the HR department and council Covid-19 hotline but even though I referenced the new government guidelines they will not temporary recruit me for furlough ( even though the council are furloughing employees) 
What can I do?

    If they will not furlough you, you cannot oblige them to. Most public sector employers are not expected to furlough staff. See guidance:

    "Public sector organisations

    The government expects that the scheme will not be used by many public sector organisations, as most public sector employees are continuing to provide essential public services or contribute to the response to the coronavirus outbreak.

    Where employers receive public funding for staff costs, and that funding is continuing, we expect employers to use that money to continue to pay staff in the usual fashion – and correspondingly not furlough them. This also applies to non-public sector employers who receive public funding for staff costs.

    Organisations who are receiving public funding specifically to provide services necessary to respond to COVID-19 are not expected to furlough staff.

    In a small number of cases, for example where organisations are not primarily funded by the government and whose staff cannot be redeployed to assist with the coronavirus response, the scheme may be appropriate for some staff."

     Has your new job disappeared? If so, you will have to look at taking a mortgage break (if you have a mortgage), and universal credit.

    I don't think many companies will be willing to rehire to employees, as it costs them money and time. They also have the issue of what to do with the employee at the end if they refuse to leave.

    What's happened to your new job???

    I don't think the council are furloughing anyone, as they are government funded (or council tax funded), and the government have not cut any funding to councils
