Copd and Covid19

My sister in law has COPD 50% lung capacity. She has rang doctor's to ask if she could have a note to send to work as she works in residential care home . She was refused and told she was not a high risk ??? .
She has not even received a letter from government.
She is going back to work this weekend and I'm very concerned about her health and others around her.
Is there any advice I can give her or ask her to seek help from elsewhere??

My partner has COPD and received a letter from NHS at the end of last week stating she is classed as high risk and should self isolate for 12 weeks.
We are in Scotland so may be slightly different, could also be to do with lung capacity (not sure what my partners is).
I would get her to call the doctor again and ask for an explanation as to why she isn't considered high risk.

What do we mean by extremely vulnerable?
People falling into this extremely vulnerable group include
People with severe respiratory conditions including all cystic fibrosis, severe asthma and severe COPD.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.1 -
There are some letters that have not yet been sent out as I understand but this doesn’t mean that your SIL will still get one.
At this point in time her options are somewhat limited. Her GP has refused to sign her off so does she has a nurse or consultant available to speak too? Sorry if that’s not applicable just wondering...0
