Best Course of action? Try to claim on Travel Insurance or wait

I have a holiday booked to Bulgaria on 20th of May for 2 weeks, flight is with Jet 2, and the hotel and transfer were booked by the online tour operator, each as 3 separate independent components which I believe constitutes a package holiday but not sure.  I I took out travel insurance which has the required level of travel disruption cover before those policies were stopped, I got in just in the nick of time really as the company amended their policies on the 13th to no longer include this.
Jet 2 haven't yet cancelled the flight, however FCO confirms Bulgaria is a no go their government have locked the country down like Italy.  I haven't managed to make contact with the tour operator yet.

So I'm a little confused about what to do as it seems unlikely that by May 20th things will have settled, so really my question is about what order should I go about doing things to either claim or seek an alternative holiday?  Do I firstly need to wait until Jet 2 to fully cancel the flight before I can take any action or is the current FCO advice enough to rais ea claim?  Should I be getting in touch with the tour operator in the first instance to discuss if they can provide an alternative holiday, even though I have a strong feeling won't be wanting to offer me alternatives and just tell me to claim on my insurance anyway?  Or should I by bypass all these steps and got straight in for insurance claim now on the basis that the country is clearly a no go under FCO?
