Lowell Debt collectors can see my Council Tax payments?

Hello All,
Quick question;
Lowell Financial rang me yesterday about an old debt. 
When I was explaining my financial situation to the guy (or lack of), he said, He can see my credit file and I have an upto date credit card at the moment? and an upto date Contract phone..
I totally understand they can see my credit file / certain information on it,
but then he said
I can also see your council tax is currently upto date with payments......
This surprised me.
Does anyone know HOW they can or are allowed to see this, what I class as private information?
as last time I checked, Council Tax doesnt appear on a credit file.

    Lesson for today, never speak to Lowell on the phone.

    Local councils do not report on your credit file, so there is no way Lowell can see your council tax payments, even if you were in arrears, they are telling there usual lies, hoping you will be in awe of there crystal ball abilities.

    Yep, they most certainly can't see your council tax payments.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
