Letter Before Claim from Elms Legal

Hi everyone , could anyone please advise if this a legitimate Letter Before Claim, received from Elms Legal on behalf of claimant ( Excel Parking ). It relates to an unpaid PCN from almost three years ago !
Details of alleged offence look a little vague, as do my options if I  dispute the matter. Seems like they just want me to panic and pay up.
Any advice appreciated,  as I am unsure whether to reply or ignore.

    Hopefully they realised that LBC stage is fully covered in the 2nd post of the NEWBIES thread, so there was no need to post yet, and that they will come back when they receive the inevitable court claim, as that is when cases are won.

    And hopefully they searched the forum (if it works...) for Excel defence George Street and read some already done.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
