Debt Collector Letter without getting any PCN previously

Hello all!
I have read the Newbie threads and many other forums on this matter but our case is a bit different. I hope you can give me some advice.
My husband has received a letter from Debt Recovery Plus that he must pay his parking charge. The reason is that he stopped in a zone where stopping is prohibited at Liverpool John Lennon Airport. The letter says that the parking charge date is 27/09/2019 and the creditor is Vehicle Control Services Ltd. My husband remembered that he dropped off a friend at the airport on that day, though he stopped for only less than a minute. The thing that makes it different from other cases is that we haven't even received any PCN or any subsequent reminder letters from the above named parking company. The letter from DRP was the first one that we have received on this matter. I don't think that they've sent it to our previous address as we moved out more than 2 years ago. Now we've received the second letter from DRP which is "Notice of intended court action".
I know your advice is to ignore DRP but my question is if we should contact Vehicle Control Services Ltd. on this matter or just wait for the court letter. How can we prove that we haven't received any PCN letter?

Doesn't really matter
They obtained Keeper details from the DVLA at the time and sent the PCN to that address , which is all they have to do
Recieving it or not isn't the issue
Drpl can be ignored , they cannot issue a court claim , but VCS can , within 6 years of the incident
He can email a SAR to the DPO at VCS to obtain the data , attaching copies of 2 recent utility bills , suitably redacted0 -

VCS may contact you, no point in contacting them. Just ignore all the debt collector rubbish, it is meaningless. If you receive a letter before claim from VCS, come back here. As eggs are eggs, they will add a fake £60

The claim for £60 is unenforceable in law and is an abuse of process and is nothing more than a poor attempt to go behind the decision of the Supreme court v Beavis
This case can be highlighted in all defences where the claimant is adding a fake £60 which is unlawful

You're more likely to receive a letter from BW Legal or Gladstones on behalf of VCS ... i.e. their solicitor. (Just so you can prepare yourself mentally - there's nothing to be scared of just because it is a "solicitor's letter").0

[FONT=Times New Roman, serif][FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
