UKCPS Managed Private Land Parking Charge Notice

Hi, got hit with a private PCN on my windshield while my car was parked at a mate's apartment. I understand that the community gets a ton of posts that are start just like that, but my issue is that the car was purchased at auction and I was in the process of getting a V5C form and filling it out which is why I was at his house coincidently since he lives near the town center and that’s where I can get the form from, after I had finished filling out the form at his place, we go out to see a lovely yellow bag stuck to my car's windshield. So now my question is since I dont technically own the car even though I bought it through an auction what the course of action is to get out of this situation. My mate has emailed the landlord of the situation to see if she can dismiss the charge but I suppose it is a waiting game from here, my game plan is to not pay and see what they do, which I dont like since it means that if they try to contact the DVLA they either get the details of the auction house or the details of the previous owner which I dont want as I can imagine it would be a great deal of stress to them which again I do not want. While I’m here, I have also tried submitting the form but they are getting back to me with an error, I've been instructed to call the DVLA and tell them about the error and they should be able to lift the "block" which is stopping them from typing in the form onto their computers. Planning to call the DVLA when I get home but if anyone has a general idea about what this is then please do reply, just to help out the operator a bit with the situation.


ps. They do have a permit just no car

    Read the sticky thread for NEWBIES then send the appeal template in blue text you will find there around day 26. Send it unaltered from The Keeper.

    This will give you time to sort out registering the vehicle with the DVLA as the PPC cannot request keeper details until day 28 starting the day after that of the alleged event.

    What does the mate's lease/AST say about parking/permits/parking charges etcetera? What it doesn't say is just as important.

    The keeper should complain to their MP about this unregulated scam.

    Having bought the car at auction you are the owner and day to day keeper, and will be the registered keeper once you have supplied the correct information to the DVLA. You must do this as a priority otherwise it could cost you £1000.

    Please also go through your post and hit enter a few times to break up the wall of text into more readable paragraphs.

If not then it may take primacy over the self serving TnC of the scammer, and interfere with your lawful right to “quiet enjoyment” of your property, possible an offence under The Landlord and Tenants Acts.[/FONT]

    [FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    I do not but what worries me is that there is no mention of parking from me scanning through it. All I found about parking is that you can park things like boats and caravans, nothing about parking with a permit. Is this the wrong agreement or something?
