Notice to keeper

I have received notice to keeper(NON POFA-MNPR) never had a tcket COMPANY is PARKING CONTROL SOLUTIONS LTD payment is £100 but if received in 14days is £60 it is a pub carpark which the driver parked for 5 mins at 9.55am when pub was closed
iv read in posts use template to apeal i am the registered owner SHALL I GIVE MY NAME as it says on template DO NOT PUT YOUR NAME HERE INSTEAD, IF YOU ARE NOT THE KEEPER/HIRER/LESSEE. YOU ARE NOT HELPING IF YOU DO THIS WRONG BY APPEALING IN THE WRONG NAME!

There is no such thing as a registered owner.
You are the registered keeper so of course you give your name and address. They already have it, after all, and they know you are the rk.
Does the letter expressly say it is 'NON POFA'? If so, then you can't be held liable as long as you say nothing about who parked/was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have corrected your post for you. It is imperative that the driver's identity is never revealed. If you have used your real name as your username then the scammers who are known to read this forum will now know the identity of the driver.
I'm assuming you mean Registered Keeper as there is no register of vehicle owners in the UK.
As for you other question, I would have thought it was obvious. Do NOT put your name "here" if you are NOT the keeper/hirer/lessees.
The converse of that is, DO put your name here if you ARE the keeper/hirer/lessee.I married my cousin. I had to...I don't have a sister.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
