UKPC Parking Charge at 2nd Debt Recovery Letter Stage (notice of intended court action)

Sorry to post a new thread, but I've read a ton of posts and can't find the answer I'm looking for.
My elderly father in law is panicking as he's received a debt collection letter from Debt Recovery Plus on behalf of UK Parking Control Ltd (UKPC).
Researching into this further it seems that UKPC had previously issued a letter but he was confused by the claim & thought it was a scammer trying to extort money from an OAP.
The original UKPC letter had a website & login details which provide more pictures/evidence of the breach of parking terms. Their claim is that the car was not parked properly within the markings of the bay. Pictures seem to corroborate this, however, markings are hard to see (a different shade of brick rather than painted lines), especially for an 84 year old.
What's more signage at the car park is difficult to read, especially for an OAP whose first language isn't English.
Pictures also show there were practically no cars in the car park at the time and ample parking for other drivers.
Pictures do show a ticket on the car.
UKPC have somehow obtained full name & address of the registered keeper (I assume from DVLC?)
Original date of offence: 17/9/19
First UKPC letter date: 18/10/19
First Debt Recovery Plus letter: 5/12/19 (action to be taken by 19/12/19)
Original fine: £100
Now: £160
He's now had a 2nd letter from Debt Recovery Plus dated 24/12/19 stating a "notice of intended court action" if he doesn't pay by 7/1/20 (today!) & is now panicking that it's legitimate & that he now has no option other than to pay this extortionate fine, which is why he's flagged it with me.
Any help would massively appreciated. Not sure if it's too late, or whether he has options.

Best not to mention poor eyesight if said OAP was driving.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

because the only ( and quickest) way to sort this out in the short term is a shop, landlord, owner complaint.

This is not a genuine threat of court. A genuine threat has to give you 30 days to pay and must contain financial information forms. One may follow though.

yes complain to every shop you used ( both local managers not customer service , and head office CEO's) and if they won't help ask them for the landlord/land owner name

Fair point, duly amended. TBH his sight is fine; guilty of exaggeration for effect. Point really is that the fine print on the signage is small enough at 10 ft in the air for him not to be able to read clearly.0
