Fire Risk

Hi all,

Apologies if I’m posting in the wrong place but I am looking for advice.

I live in a block of apartments, the majority of which are social housing (with several being privately owned & rented) and the block is ‘managed’ by the local authority. One of the private renters smokes frequently (and excessively) in the communal hallways, disposing of all their cigarette ends from communal windows in spite of this being against the law. This not only means innumerable cigarette ends collect outside the entrance to the property, lit ends have fallen into open windows during the summer and a fire occurred when a lit end fell on a pile of leaf litter (which damaged a residents window fascia extensively). I have asked the residents to desist, which was ignored and I have contacted my local authority regarding this issue where I was told that they do not have jurisdiction over the conduct of private tenants in spite of this occurring in communal areas managed by the local authority and it being against the law. I have also contacted the local Fire and Rescue Service who conformed that this matter should be addressed by the local authority. However in spite of several requests for them to do so no action is taken and the conduct continues.

I am therefore looking for advice as to what action I should take to have this matter rectified before this causes a more substantial fire which could damage the properties, harm tenants or worse.
