As someone who owns a house attached to a rental and who has had to endure the kind of neighbours who belong only on freak shows on Channel 5, I can honestly say neighbours' mental health or lack thereof should be neither the concern nor the business of anyone not personally connected with them.
Really, unless your former tenant was playing her car stereo at antisocial volumes (in which case, she can rot in hell) why should you care what time she goes to work or what effect it had/might have on your rental's neighbour?
It is nice you are actually giving consideration to this individual but, unless there are issues you are not telling us about, I would sell to whoever you want. If the former tenant is not an antisocial creature who belongs on Channel 5, why not save on EA's fees? (If she is, may it come back to bite you.

A buyer is a buyer - and you have no idea how long the neighbour next door will stay living there, nor whether any 'replacement buyer' might turn out to be worse in the neighbour's opinion than the ex-tenant.
You have to do what you have to do: sell the house.
You can't fixate on the past and you can't predict whether any other potential buyer would be better/same/worse in the eyes of the neighbour. Indeed, your ex-tenant might be likely to be more accepting as she knows what she's buying into.0 -
