Concrete Roof Leaking - Any advice

My parents have a flat roof bungalow.
It's a concrete roof & it had a black asphalt covering. It has a low wall all around the edge. Historically it had stairs up on to the roof & it could be used as a sun terrace.
Over recent years the roof has begun leaking & my parents are struggling to find the cause of the leak.
They've tried putting another layer of asphalt over the roof but that has failed to solve the problem.
I'm wondering if anyone has any advice on the best way forward to try & find the leak & fix it.
My parents are happy to pay but they are struggling to know who would have the knowledge to help them find the problem & how to fix it.
Any advice ?

Either the new layer of asphalt is defective, or the water is coming in through the parapet (side) walls or penetrations in the roof such as at chimneys or roof windows. Note often water will get in at one location and travel along the roof before penetrating through the concrete at another location.0

That was the conclusion my parents had reached however is there anyway to try and narrow down where the leak is ? As you say water can travel some distance.
Is there any way of surveying the roof to identify the damp spots ?

Is the flat roof connected to something eg a wall? Maybe defective flashings ?0

Thanks but no the entire bungalow has a flat roof so it's not connected to anything else.
