Have you not considered the fact that it's their system that's at fault?
They require you to enter your VRN, but the system still allows you to carry on and pay with out it, doesn't that smell fishy?
You are dealing with scammers that allegedly design systems and T&C's to catch people out to make money, you have been thusly scammed, and it's still NOT a "fine".
Notice also how they have taken your £60 and now want more, and have handed over to the equally scummy debt recovery company that they sit and have business lunches with while they laugh at how they are both scamming people.
This is the reality of what you have paid into and they now see you as an easy touch, you won't get your £60 back but really should fight the scumbags.0 -

I have tried to find out who owns the land today but so far without success, the university say it’s not them, try the council. I try the council and they say it doesn’t belong to them ��!♀️In fact when you google the name of the car park it’s nowhere to be found !!! I’m going to see it through I have decided - I will wait for my letter before claim - thanks all0

if you don't mind spending a couple of quid you can search the land registry. Alternatively go in to the council and ask who pays the business rates on the land.0

Just a quick update, I went back to the university to plead for more info on the landowners as she said “locally” owned I guessed they might have known more. They now say she may have a contact in UKCPM whom she has tried to phone - asked if she can give them the date the cheque for the £60 fine came out of my account - and I’m now waiting for a reply to see if there is anything she can do ��0

Low and behold she did have a contact !!! Someone from UKCPM rang my mobile today to say they have investigated my case and found that I did actually pay for parking on the day but entered one digit as a 0 not an o. This is absolutely astonishing that they were taking me to court on these grounds and that I have paid 63.60 in total so far and may have gone on to pay another £160 had I not been so persistent. The fine has been cancelled and the £60 I paid is being
Refunded. Just want to say thank you so much to this forum for everything I have read and the advice I have followed. It’s just a shame that these scammers will catch many people out and actually get them to pay these fines ! Thanks again0 -

This shows the absolute weapon of a landowner complaint, to flush out the scam at last and getting you a refund of money extorted from you under a lie.
UKCPM had no choice once this was exposed as a minor keying error, because the IPC has told them that IPC member firms cannot proceed with minor keying errors, especially NOT 'o' or '0' differences. It was specifically disallowed about a year ago.
The worst thing about all this is, UKCPM knew this all along and had this data...and they just ploughed on regardless until your complaint forced them to dig the file out and admit there was no contravention at all.

About the only point on the spectrum that the IPC is ahead of the BPA.
