Euro Car Parks - penalty notice despite proof of payment

My mother in law parked in a pay and display car park run by Euro Car Parks. The machine printed a parking ticket and a receipt. My MIL displayed the receipt and not the ticket. She may even have left the ticket in the machine as the receipt printed first.
She came back to the car and found she had a ticket. The fine was about £100 or £60 if she paid it early. She wrote to ECP and enclosed a copy of the receipt, however the response from ECP was that as per their Ts and Cs she did not display a valid ticket and therefore she must pay the fine.
Any advice as to the best course of action would be gratefully received. She is minded just to pay the fine, however given the proof of payment, it seems unfair.

Complain to the landowners if she knows who they are (retailers?) and if no joy with that Plan A, then Plan B is POPLA.
