Tesco / Highview Parking / Hertz NEED HELP

Hi,
I have read through the sticky and my situation is quite complicated therefore have started my own thread for advice.
Background below:
- Parked in Tesco car park in a hire car from Hertz for 46 minutes
- Received PCN from Hertz, with PCN addressed to them
- Emailed Hertz asking them to name me as the Hirer
- Received £42 admin charge from Hertz
- Emailed Hertz asking for the unauthorised charge to be reversed
- Response from Hertz that their T&Cs inclues 'road tolls, fines, charges or associated costs'
- Received letter from Highview with PCN addressed to the hirer
- Attempted to appeal the PCN, however on appealpcn.cx.uk, prompted with 'No record found, please ensure you have entered the details correctly'
So I have two points I need help with (as detailed as possible)
1) Getting back the admin charge from Hertz
2) Finding a way to contact Highview to get the charge notice cancelled.

Check various things like using capitals and no space (or adding a space) in the VRN as you enter it. Might be case-specific or need a space, or not.
If it still doesn't work, send an email to Steve Clark at the BPA and say you wanted to appeal as HIRER/LESSEE but the PCN is not recognised and complain that you can't get a POPLA code.

DO NOT answer Highview's questions about who was driving. No choosing 'I was the driver'!
I hope you've taken on board from the sticky that the hire/lease firm has NOT named you as 'driver'. They named you as hirer/lessee and you must stay in that mode and use one of the appeals by Edna Basher, out of the THREE linked in the company/hire car section of the sticky?
When you win the appeal, as a HIRER will, maybe the lease firm will refund the fee when you prove the PCN was groundless. Some will.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just to complicate matters, when Highview reissue a PCN as a Notice to Hirer they use a different reference number to the one used on the original PCN issued to the lease company. The old number is then closed on their system.
You haven't tried to "appeal" using the reference number of the lease company's PCN have you?0
