Voluntary NI contribution question

Under what conditions can a foreign resident start these contributions?
For example can this be done assuming one:
- Has lived abroad for over 10 years
- Had previously lived and worked in the UK and paid NI contributions for over 10 years.
And if the answer is “yes he/she can do this”, will the voluntary contribution years count towards the state pension?

Yes and yes.
If you were employed directly before you left UK and were employed in your new country you may be eligible to pay class 2.0
