Parking Appeal Unanswered, Charge Since Gone Up

My wife was late for a hospital appointment and their car park was full so I had to drop her on the road outside. Unfortunately I didn't notice I was partly covering a bus stop for the few seconds I stopped.
I got snapped and received a £65 PCN which I appealed, and they predictably rejected. As instructed I then further appealed via Camden Council's website, and received an email saying the ticket was placed on hold and will not progress to the next stage of enforcement, which was confirmed when I rang them.
It said they aim to respond within 10 working days, however it has now been 15 working days. I've just logged into the PCN section of their website and the charge has now doubled to £130.
This should not have happened during the appeal period. Should I be worried, or is the website simply automated and not taking the appeal process into account?
