Recorded Delivery; Hasn't Arrived???

I sent an item out on Saturday 17th November (a week ago) and due to the amount the buyer had paid for the item (£15) - it was only a PS2 game, I decided to send it Recorded Delivery so I had the element of trackability.
The buyer contacted me yesterday to say the item hasn't arrived. I replied and gave him the tracking number, etc, and told him that I would look into it myself.
I know RM ask you to wait 15 working days before you can register it as missing. I also understand that RM are still catching up with backlogs in some areas of the country.
I don't want to be hasty and give a full refund, only to find that the item then arrives over the course of this week...! I would very much doubt that a general buyer would say anything if they then received the item after getting a refund!
Can anyone give me some advice as to what I should do...

i would hold off myself
ask the buyer to contact their local delivery office and enquire if its there or if they have any packet backlogs.
if its like my ofice it could be sitting in a yorkie awaiting delivery0 -
It's probably in the same bag as two data CD's!

Had the same problem a few weeks ago. Sent something recorded delivery and it took well over a week to get there... Hold off for a little longer0

As far as I can work out part of the problem is that they DON'T KNOW how the CD's were sent!!;) it MAY have been DHL but no one is SURE!;)
So if you see a carrier pigeon with a jiffy bag strapped to it's legs tell Baldrick, sorry, tell Darling!
