Redecorating after tiling bathroom

Hi,

We just had a new bathroom fitted, including re-tiling. We have tiles halfway up the wall, and the other half is painted.

However, the new tiles stop about half a centimetre lower than the old ones do, leaving a strip (see photo below). Presumably I can't just paint over it, since the texture is totally different - how can I do it? There's also a bit where the old towel rail has come out (see second screenshot), any tips for what I can do with that?

Fill, sand, paint.

Scrape, sand, fill, tidy, paint. Be careful not to scratch the chrome trim while scraping and sanding.

Shame you did not go up one more tile it would have covered all the marks.

I'd mask of the chrome trim - with a double layer ideally before sanding, filling then painting
