Parking ticket for incorrect car reg entry

I paid for an hour parking in a carpark run by Premier park in August. I put my car reg and money in but the machine did not give me a ticket. There is a camera which photographs the car going in and out of the car park. Someone I know was there at the same time and they were not given a ticket either. I left in under an hour. A received a PCN a week later stating that I hadn't paid at all. The person I know did not received a PCN. The only conclusion I could come to was that I had accidentally put a 0 in instead of an O when putting in my reg.
I contested the charge using the format on the Newbies thread. I also requested a SAR to include a list of redacted car registration numbers for the time period when I entered the carpark. They sent me a load of info that I had already but refused the list of redacted number plates. They said the information I requested does not fall under my rights with regards to Article 15 of GDPR and therefore they would not provide it.
They have also refused my contesting the fine and said
" No record of a payment could be located for your vehicle registration. Whilst we note the comments made in your appeal, upon further investigation, we can confirm that other payments were made whilst your vehicle remained parked on site but none of these payments could be allocated to your vehicle registration number. The signage on site states that you must enter the full vehicle registration details at the payment terminal and validate before inserting payment. If no receipt was provided then the transaction had not been successful. As we could find no record of a payment being made for this vehicle, your parking had not been authorised and therefore we can confirm that this PCN has been issued to you correctly."
Please can I have some advise on the best way to appeal through Popla. I can provide the third party witness statement stating that they saw me pay, and that the machine did not give me a ticket.
Any advice and help would be gratefully accepted.

The only conclusion I could come to was that I had accidentally put a 0 in instead of an O when putting in my reg.The only conclusion I could come to was that the pay and displace machine had for some inexplicable reason put a 0 in instead of an O when recording my reg.Further to that, you are best advised to edit your post to avoid telling the world who the driver is.
It was the driver that did things on the day and it was the keeper that 'received a PCN a week later'.
For example, perhaps your first two sentence could be better written as:The driver paid for an hour parking in a car park run by Premier park in August. The driver put the car reg and money in but the machine did not give him a ticket.
Also, have you based your forum username on your real name?
If so, you would be well advised to get your forum username changed to something completely anonymous.
To do that, you might like to read this short extract from The MSE Forum Guide - Frequently Asked Questions & Rules:Q. How can I change my username?

The only reason we will change your username is if it puts your privacy at risk. This usually means you've inadvertently registered using your name, email address or something that gives away your identity within your username.
If you fall into this category, email forumteam@moneysavingexpert.com and request that it is changed, giving three alternative usernames in order of preference.

Many/most judges regard wrong VRNs as a very trifling matter, nor really a breach of contract at all. If they were to take this to court they may well struggle. Read this:

Nine times out of ten of these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
