Contract (Third Party Rights) Act parking issue.

Hi guys, I haven't been on here for a while, but I have an issue with UKCPM in Kent. Long story short, parked in a block of flats where there is a parking scheme in place. Stayed there to drop off a cot bed to my friend who lives there, stayed there for no more than 10 may be 15 minutes. Got a ticket, tried to appeal to their better nature but to no avail, had a look at the tenancy agreement which invoked the Contract (third party rights) Act s(1). I thought this meant that no other person would enforce rights or obligations on the land apart from the landowners themselves, in this L&Q housing.
Therefore, if UKCPM wanted to enforce me to pay a ticket surely this would mean a change to the the land owners tenancy agreement? Which is my understanding that they can't do.
Any advice guys.

Nine times out of ten of these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

You will get a claim so start reading lots of specifically UKCPM or just any 'residential' claims threads while you wait, and search the forum for Jopson.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
