Hello, help required.
The management company of the apartment block of which I am a resident employ VCS for the car park enforcement. I received a PCN 3 years ago as my permit had fallen off the windscreen onto the dashboard. After a few emails between myself and VCN, they agreed to cancel the ticket as I was a resident parking in my own designated space.
To my shock and horror, a few months ago, i received a letter from a debt collecting firm called dcb ltd asking for payment of the PCN. I explained the PCN was cancelled in 2016, but they said there was a second PCN (which I never received). My management company has written to VCS and asked them to cancel the ticket, but dcb have now issued court proceedings against me.
Should I fight the case, use the mediation service offered by the court or some other option?
I look forward to hearing from anyone out there.

    Are you sure you have a court claim from DCB as they are a debt collection firm and cannot issue court proceeding in their name, maybe it was VCS. What name is on the claim form?

    Why do you need a permit, what does your lease say? Does it not primacy over a scammer's self-serving signs?

    Nine times out of ten of these tickets are scams so consider complaining to your MP.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies
    You never know how far you can go until you go too far.
  • Thank you for you reply. The claimant is VCS, but I assumed it is being driven by DCB. I have been corresponding with both parties (and the management company), but VCS have just said it is with debt recovery.

    No they haven't, unless DCBL Legal have filed the claim on behalf of VCS?

    What is the issue date of the claim?

    Does it come from Northampton and does it have a password (don't tell us it!) bottom right so you can log into MCOL?

    What do the particulars of claim on the left say and what total is bottom right?

  • VCS are the claimant with DCB Legal as the correspondents. The Claim was from Northampton and I have registered with MCOL.
    The claim states 'The vehicle was parked in breach of the terms in C's Signs thus incurring PCN'.
    The total claim is £272.98
