PCN any advice would be appreciatedb

Hello

Last week I parked on a road thinking it was free to park. When I came back to the car in the evening I had a parking ticket!

It turns out the road has a parking restriction from 11am - 1pm every day. There are two signs at the beginning of the road on either side which I just did not see.

There are no other signs on the road going down it and no markings in the road to indicate it’s permit holders only at any time.

I just feel the road is inadequately signed. So I emailed the local Council to find out how many tickets have been issued on the road. I was told the following;

2017/18
14 issued

2018/19
70 issued

2019/20 so far
121 issued

The new restrictions came in with effect from 17 December 2018.

There has clearly been a huge increase in tickets since the new restriction was enforced. Do you think I would have a good chance of winning my appeal on the grounds that signage is inadequate?

Thanks.
