Realised information incorrect on PCN after sending appeal that has been rejected. Can I reappeal?

My husband receievd a PCN from PPS who are IPC registered. We waited for the NTK and then appealed after the number of days suggested in the newbies post with the template in the newbies post. It was rejected. Originally our appeal was because my husband had been unloading and not parked and the attendant knew this as my husband had told him at the time and he still stuck a ticket on the car window as he said he was only allowed 10 mins (no sign specifying this). Anyway, we tried to find out who the landowner was to appeal to them and in doing so have realised they have specified a council owned road on the PCN when the car was actually parked elsewhere. The council have confirmed they do not use private companies to issue tickets. It also means we can't appeal to the landowner as we are not sure of the correct address for the land where the car was. So now I feel we should appeal based on the fact the PCN is incorrect but having already appealed and been rejected how do I go about doing this? Can I submit a second appeal or do I go straight to an ombudsman or back to IPC? We are obviously over the appeal time now and have already received the debt collector letters. Any help from those in the know really appreciated.

Avoid the IPC and CERTAINLY never ever try the £15 non-standard (late version!
This is beatable at court so check each letter & come back at court claim stage.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Coupon-mad from what I understand from your response do nothing now until we receive a court later and then even though our original appeal didn't mention the error on the PCN we can still use this as a defense? I was worried a judge would question why we hadn't mentioned it previously.0
