Help with PCN

Hi.
First of, i am sorry if this is broken record of a thread. Secondly, thank you in advance for any advise.

I am dealing with a PCN issued by Civil Enforcement LTD for using a Pizza Hut car park. Me and my husband have been going for years but got caught out by a change to 'terms' in June. My Husband has appealed internally and via Popla but both has been rejected.
I want to pay this as we have just had a baby and the PCN is in my name but my husband won't let me. He wants to fight and meet them in court.

We have explained we were not informed of the changes by the staff and there were no signs in the restaurant when we visited (we actually went back after the first letter and there we signs all over the restaurant the next time) We have provided evidence of using the eating in restaurant as well.

I'm sure my husband may have been on here seeking advice but so far we have failed to this overturned. I can't even get the reduced rate anymore.

My husband is back at work full time and i have my hands full with our daughter. I am using what little free time to ask for advise on here. Hopefully, i will find time to read the replies soon.

    I'm assuming here that you haven't complained to the manager or CEO as yet. But in any case, if you have done so and drawn a blank, complain again more vigorously.

    Ideally, it's recommended that people do a landowner complain / request for cancellation before POPLA but go for it anyway. And I mean really go for it. Lay it all on the line ... the number of years you've been eating there, the frequency, some calculation of the amount you've spent over all that time plus, of course, the evidence you have of being customers when the PCN was incurred.

    There needs to be an undertone of anger ... not with the restaurant but with the total insanity of getting a very costly parking charge because of an understandable mistake plus all the hassle and, indeed, intimidation that ensues when you fight it. Please don't bypass the chance of getting this cancelled by the restaurant.

    One last thing, if the restaurant isn't the landowner, ask them who is and do exactly the same. All you need is to track down an email addy for the manager or CEO or land management agent.
