Hospital parking outside a marked bay

Hello everyone
I can't find my original thread so apologies for starting a new one. I am the registered keeper of a car which received a PCN for not parking within a marked bay in a hospital car park. I have followed the process and have just submitted a AOS to the court. The defence I am to submit is TPS acted unfairly and inconsistently. I contacted PALS but they were not interested as I am staff not a patient. I will be emailing the woman in charge of parking to quote the NHS guidelines and request a copy of all disputes over car parking which should be published. I will also ask if the Trust has given TPS permission to proceed to court and who benefits from the revenue gained from these fines. Can I state that if she fails to provide the information requested she may be called as a witness in court as the Trust is responsible for the conduct of the parking contractor?
As previously stated my defence is based on the fact that where the car was parked has over the past 15 years I have worked there become custom and practice for parking when there are no spaces available. The cars do not cause any obstruction and there are no yellow lines. I have previously parked there when desperate but not received a ticket. I also have numerous photos of other cars parked there on various days and times which also have not received a ticket. It depends on the mood of the parking staff or the weather. Do I submit these photos with my defence or later with my WS?. Visitors and patients park in the staff car park, pay the subsidised fees but do not get a ticket. I will also have a signed statement from another member of staff stating that they were informed by an employee of TPS that TPS staff were told NOT to ticket the visitors but to focus on staff! This is because the visitors go to PALS and complain.
Is there anything else I can do to support my defence?

    What other drivers do or don't do is irrelevant.

    When they decide to ticket is irrelevant.

    As a staff member you will probably have entered a parking contract with the trust outlining the dos and donts, rules etc

    You can still complain to the trust tho and appeal in the "usual" way

    At the end of the day, if the ticket is for parking outside of a marked bay and you did park out of a marked bay, you have little to complain about.

    There again, going by what the OP says about the lack of available bays for years, I think they do have something to complain about. And had the OP been late for work due to needing to go offsite to find a parking space, I'm sure their employers would have complained.
