With a bolt to secure tie wrap to......as yo do not want it to break free and perhaps do damage and spill oil!

As per Jackmydad and fix with Gorilla glue. No need to drill the tank and that stuff really does stick like doodoo to a blanket.0

The stuff really is useful for all sorts of mends and makes.
You can get it black plastic coated as well, but I reckon you'll need an electrical wholesaler for that, and it's more expensive.0
