Any idea what this is used for in my front garden?

So we're getting some work done in the front and back garden. We've had this pipe in the front garden (please see picture) which we always thought was a drain. Never looked in to it as it was always filled with rubbish and everything else you can think of.

Now the builder has cleaned up the area we've taken a better look at it. He has cleaned up the inside of the pipe but there is no bottom and does not appear to be a drain, it's just filled with soil/mud.

Does anyone know what it's used for our what it's function might be? No one else in the street has a pipe like this in their front garden.

It may have been to provide a vent pipe for the drains which in the end wasn't needed.
I discovered similar, it had been "sealed" with a part used grinding disk and cemented over . .

Thanks. I thought it might be a soakaway but that needs to be 5 meters from the house and my front garden is roughly 3 meters.
