Assignment ends in 2 weeks - looking to go back to old department

Hi, I have come to seek some guidance if possible please.
I am 34 years old and have been in my current job for 8 months. It is on an ongoing contract and I have 2 weeks left before it expires.
My job before that was in the same building, different department, and although it was originally offered to me as a 3 month contract I remained there for 15 months due to staff sickness, holiday, absence, workload and restructuring. My contract I was informed by my manager was going to end at some point since an introduction of automated processes and this was replacing what was being done manually, which I was doing at the time. A permanent contract was considered, but my manager's manager wouldn't approve this and so my own manager's hands were tied on the issue. He told me repeatedly that my contract was to end however when I was offered another assignment he told my agency rep he wanted to keep me for an additional 6 weeks.
Just for the record, I always came in on time, did the work to the best possible standard, was not off sick for an unreasonable amount of time (1 period of sickness under this assignment for 1 day) and I was given excellent feedback from the managers at the time.
That was when my current contract was offered to me and on that basis I left and we parted on very good terms, with the managers saying if there was anything I needed help with, to see them.
I applied for 2 other jobs on my old team but I got neither of them. My interview skills are not great so I didn't fully expect to get either on that basis. However the people chosen were ones outside of the company which I felt was odd since I have the knowledge, experience and confidence to undertake either role. But I figured it was just one of those things.
My old department acquired a massive merger with an financial company in the EU, a big and still increasingly developing company from what I can understand, and I was told by other members on my old team that my previous manager said he might struggle with the staff he has. I have been regularly looking on the jobs board for vacancies on the team but have found none. Then recruitment have confirmed they are putting a hiring freeze on job applications. This would explain why I went for one which I was qualified enough to take on, was then confirmed as being under review and then pulled from the site.
So I was wondering, since I have only 2 weeks left of my current assignment, how I go about asking my former manager to consider taking me on again, bearing in mind that he has said he feels he's still understaffed and is worried about the financial implications in taking on the new merger with the current headcount he has? I don't want to come off as sounding desperate to go back there and I like what I did there and the fact I gelled with the other members – more so than I do where I am now.
Edited to add - sorry, both my previous job and current job are in the same building. My old department work the other side of mine, on the same floor. Also my previous manager has told me to look for jobs in the building and not elsewhere.

(As to why I have been in temporary/contract jobs for as long as I have, here is clarification; I did a permanent admin job for 8 years and was made redundant in 2012. I was then off sick for 2 years until I was receiving adequate treatment for my illnesses until 2015 where I undertook social work which was not a good fit for me. Since my strengths are admin and office based I decided to ease myself back into this field and that was when I took on temporary and fixed term contracts. Not just because I am bad at interviews.)

Speaking as a manager, if my budget does not allow me to expand my headcount and the senior management team have announced a recruitment freeze, that would be determinative. It would not then matter how overstretched my team were or how good a former team member was at what they did - I simply would not have the authority to appoint you. In my organisation there are defined processes you need to go through to get someone on payroll so it wouldn’t be possible to slip someone in under the radar. I might in truly exceptional circumstances try to make a business case based on workload for the recruitment freeze to be relaxed but from what you’ve said your old department’s staffing needs were looked at very recently so it’s unlikely in your case that this would change the position.
Whilst I’m sure this is of no consolation, this won’t be personal and won’t be a reflection on your capabilities but honestly my best advice to you is to look outside your current company for a new role0 -

All you can do is speak directly to the manager involved to see if there are any opportunities when your current contract ceases. If there aren't any vacancies you will have to look elsewhere.0

You really do need to look somewhere else for a job or you will end up unemployed if they are not hiring.
But if your not very good at what you do how did you manage to stay there for 15 months and then get another 8 month contract which you said was extended?0 -

Don't over think it.
Just pop over and let them know you may be available soon as like when you left them you were not sure if the contract would be extended.Whilst I left on good terms with my managers, my direct manager was not around when I left. As they are in the same building why did you not pop over and see them the next week.
Not clear but are these different companies in the same building or the same company different departments
