JISA or S&S JISA

Our 14 year old son has £3800 in a Natwest CTF. We have been thinking of transferring it into 2 JISA's spilt between a S&S and a cash ISA. Is this the best way to go or would it be better to split it and open 1 cash ISA now and a 2nd one come April? We envisage that he will probably use the money when he is at uni.
