POPLA is in no way binding upon the motorist.
You should however complain to the Mc donalds franchise, and tell them that they must instruct their agents, met parking to cancel, do not forget to remind them that they are responsible and liable for the actions of their agentsFrom the Plain Language Commission:

PoPLA is the second stage appeal. If you appealed to MET and it was rejected, you would have been given a PoPLA code. Did you make one or two appeals? One appeal to MET and a second appeal to PoPLA?
I appealed to MET, the refused so I then appealed to POPLA and they gave me the decline today. But by with what everyone is saying, I shall wait for that court letter.DMoss0 -

Why don't people appreciate how effective a landowner complaint can be???
You've been advised to complain to McDonalds by some of the most-wised up warriors the PPCs face, plus me .... and I know from experience (my own and that of others) that a good, thorough, assertive complaint has an excellent chance of saving the day.
Contact McDonalds now, by email, outline the circumstances and insist that they cancel this outrageous charge. Not customer services or the like, but the manager or UK CEO.0 -
I fully agree, buy sour milk from asda , complain to asda
of the parking tickets I have personally helped out with where its friends and family, the vast majority have been cancelled due to proof of patronage or a landowner complaint (yours is both), with one cancelled by the old popla as well
the landowner (in this case Mickey Dees) complaint is the most powerful way of getting this cancelled, especially due to the circumstances
complain on their social media, they will soon get it cancelled, due to bad publicity, especially if you spent money on site0 -

Based on what you have said, assuming you told POPLA the same, then it rather proves to us that POPLA has become even more idiotic than we could ever imagine
1: Go straight to Mcdonalds with your story and request it is cancelled
This is the CEO, note he is USA based but that does not matter.
He needs to know what his UK company are doing, employing scammers
Not a word ... "scammers" ...that is approved in the US and not honourable to customers
