Parking Charge Notice

Hi,

Yesterday I received a Parking Charge Notice from Vehicle Control Services Limited from the 28/03/2018. Basically one of the parking attendants from this firm who regularly check the car park of a a block of flats is overzealous in issuing tickets. The ticket in question I have literally got out of my car walked 30 seconds to the entrance of the flats to retrieve a parking slip from my sister and gone back to my car to put on my dash and hes wound down his window and said I've already ticketed through the computer. I was literally gobsmacked I told him but I went to get the slip from my sister he didn't care. This is the same attendant that ticketed my sister even though she had a permit showing on the photos he took as evidence and she won the appeal.

The next day I checked with the other parking attendant who was there who is much nicer who basically said they have to wait ten minutes and have to put the ticket on your windscreen if he didn't do that then he wont have given you the ticket through but obviously now that I have received the ticket he did.

Can someone let me know where I stand?

Can I appeal o the time or ticket not being on the windscreen basis?

    Of course you can appeal

I am still confused as to the grounds I can appeal as I feel they'll just respond and say we don't need to put the ticket on the screen or wait you left the car for however many seconds without displaying a ticket - unfair as he saw me go to the entrance of the flats and my sister passed me the parking slip They always place tickets on the screen at the car park to ticket people but because I was literally less than two minutes he didnt put it on my screen. .

    You simply appeal using the already written template appeal text that is easily found in post #1 of the NEWBIES FAQ sticky thread.

    Send it unchanged.

    Send it as the keeper. Do not give away the identity of the driver.

    Really, nothing could be simpler.
