Credit Card Charge

I am looking to buy a car and my credit card company said the trader can't charge a credit card fee due to law change. I checked with the trader and they said they use World Pay and the charge is 1.5%. Told them about the new law and they said they charge it and it didn't apply.
My question is, is it illegal, what can I do as they won't change their mind, could I get it reimbursed after the event as I want the car (it's a good deal)?

You should report them to trading standards if its only against CC they are charging the fee.0

Then pay the 1.5%. If it's still a good deal even with 1.5% added on, then I would definitely be paying it.
And then report them as said above.
However, you may find that if you report them beforehand - in anticipation of them being told they can't charge the fee and you getting the money back - that the price of the car will increase, or will suddenly be 'unavailable' to you.
Are they only charging this fee if you pay by CC? Or for any payment method?0
