Council PCN for parking with one or more wheels over a footpath

Hello Moderators!
My friend received this PCN in front of his house while trying to locate a driver who parked their car at his drive way! It was late in the evening around 9 pm after coming back from work to find another vehicle parked on his driveway with an absolute inconsideration and obnoxiously. Although the street parking was free after 8 pm and fully occupied with other cars, he thought about trying to locate the driver of the blue van parked on his driveway.
During the process of this, PCN was left on his windscreen! Issued on 05/07/2018 reduced by a discount of 50% if paid not later than 18/07/2018 which includes the 14 days period.
He has gracefully asked me to post it on his behalf for any advice and suggestions.
