Fight this one on the basis that the PPC is not doing its job of managing spaces, only ripping off people.
If you had parked 2 cars in the 2 spaces there would have neen no problem, but as you wanted to prevent unauthorised parking in one of your 2 spaces in anticipation of a visitor, then you occupied the same 2 spaces with one car.
How would the PPC be able to check whether or not a vehicle parking in a bay was legitimate or no with no permit scheme?0
