Who will win this paypal dispute?

I bought an item off ebay on 24th September which never arrived. I emailed the seller a few times but was told it will be done in the next day or so each time and that it was to be sent via parcelforce so wouldn't be held up by the postal strike.
After it had failed to arrive the second time he'd told me it would be sent I filed a paypal claim which was on the 12th October.

However, on Monday evening the seller provided paypal with a parcelforce tracking number. I've checked on their website and it doesn't recognise the tracking number, but will paypal check this themselves if I let them decide the outcome of the claim?

Also, if this item has been posted after the claim was initiated am I still obliged to buy from the seller?

Proof of postage will not be accepted by paypal only proof of delivery. So respond to the dispute by saying item does not show as delivered.

I would also add that the tracking number given is invalid.

I had this a couple of months ago. The tracking number given by the seller related to an item sent months before my purchase. I told paypal this and they found in my favour.
