Want to change UK bank, but I'm not UK resident

Unlike most other EU countries, you don't need to register with authorities when living in the UK so bank statements sent to an address you don't really live at would be accepted as "proof". Furthermore, the DVLA has told me that I should keep my GB driving licence at a UK address I have access to, even if I don't truly live there, so this would also be accepted as "proof of address".
Strictly speaking it would be fraudulent to do so but it is very widespread amongst UK expats because it's just easier; in particular banks are unwilling to send new cards overseas. In any case you are supposed to declare all your tax residencies to all UK banks.
When it comes to borrowing however then banks would want to see your income etc and if you don't have UK income I suspect few would wish to lend on the basis of an overseas job. It should be possible to get a mortgage offer on a UK property from a bank in another EU country, or an offshore bank. My Hong Kong bank offered me a mortgage to buy a UK property...0
