You generally don't pay water bills to the council, you pay a water company.

It has all the hallmarks of a scam.

If I want to open a bank account in someone else's name, what do I need?

Some form of ID and some form of proof of address. Perhaps a passport and a recent household utility bill.

    Nuff said, really.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.

Yes can you answer my question.
Yes there is a claims management company by that name, but how did they approach you, ie is this the same company
  • You can't be "illegible" to get money back. You may be "eligible". I'm not making fun - but to get the most help from these forums you need to try to make the most sense you can.

As others have said, you don't pay the council for water charges - you pay the water supplier.

i have paid the council for my water for 20 years they charge the rent and water rates all included, the following is what their article say: f you are a Council Tenant or a Housing Association Tenant past or present you may be entitled to claim thousands of pounds in no-win-no-fee compensation. Some Councils are already offering partial refunds,
it is the same company, they have a website and a phone number to call, because the amount of information they ask you i am trying to find out if they are a genuine company

That's why there is a claim possible, some of the councils have been less than honest about costs and benefits
