PCN at Holy Trinity Church Newquay

I recently received a PCN from ParkingEye for Holy Trinity Church Car Park in Newquay. Basically the driver arrived with no change and wasn't aware you couldn't pay by card. The passenger ran off to find change and the driver attempted to download the PaybyPhone app to pay. Unfortunately the O2 internet coverage there is pretty bad and it took about 15 minutes to download! The driver finally bought the ticket online and and headed off.

The driver wasn't aware that the ANPR had picked up the vehicle on the way in and presumed the parking was from 12:00 until 15:00, as paid for 3 hours. The actually times on the PCN are 11:36 until 15:10, so over by 34 minutes!

Rather naively, I received the PCN and immediately went on to the ParkingEye website to appeal / explain. To make matters worse, we have recently moved and they had sent the notice to my old address. I basically just sent them an explanation of the above, and to make matters worse, supplied them with my new address! This initial appeal was sent to them at the end of September though, so a good month after the PCN was issued.

Having done a bit of research since, I think I may actually have been sent, what I have seen referred to as a "Golden Ticket"! The date of event is listed as 26/07/2017, but the PCN has not been issued until 30/08/17. Because it's outside of the 14 days, there is no POFA paragraph.

I am just about to submit an appeal via POPLA, but I am thinking I may have scuppered my chance of getting off on the POFA option, due to my initial appeal.

Is this correct?! Any advice would be greatly appreciated!
