Balance Transfer card Question

Hi, Hoping someone could advise about an application.
My Mum has a balance of around £4000 on two credit cards, about 2K on each, and having just looked at the statements, the APR is pretty high.
She is retired and has an annual income of approx £10K and is mortgage-free.
A soft application on the MSE site conjured only two likely results, each for a limited 5-6 month period of 0%. The others showed as not eligible. However, I am unable to deduce what the criteria for eligibiltiy is.
Is is worth applying for one of the longer period cards. She has had credit (cards, loans) and has generally managed them well.

The eligibility criteria are confidential, beyond some basics. You won't deduce them.
Her options are likely to be limited and probably won't include the best cards on the market.0 -

Call the cc companies direct & discuss if they can lower & fix the interest rate.
Or asking if they could encourage balance transfer promotional rate. See if you could swap the money from each card onto the other.0 -
