State Pension for non-British EU national

Does anyone here have current knowledge of how getting a state pension works for someone of UK state pension age and now settled in the UK but has only about 5 years' NI contributions here?

Realise they don't have enough contributions for a full UK state pension but have read that their work history in each EU country is added together and the time spent in each is used to apportion the pension from each.

I don't know state pension age in other EU countries and how that fits into the calculation.

Also need to know how they could claim the pension - is it all via UK or does the pensioner have to contact each country?

Any help including pointing to relevant websites greatly appreciated.
