Yes, I saw that you have a point, but the last 2 destinations given were Buckingham Palace and New Scotland Yard. NSY is definitely in Westminster, to get to anywhere out of Westminster would mean a longer tour.
Houses of Parliament and No10 are also in Westminster. The reason Westminster Abbey seems to look smaller than expected from that direction is that only one narrow end of it is seen from that direction. However I could easily be wrong!0 -
The tour starts with Big Ben and the Houses of Parliament so it's definitely not those.
