consunmer credit and ppi

Hi... I am currently in the middle of claiming PPI from Loan.co.uk and it progressed to the financial ombudsman who have said they cant look at it because of the consumer credit act 1974.... I cannot find anything to explain why not as we know we were mis sold ppi back in 2004

Can anyone shed light on this? Thanks
