Do many people know......

that you can raise a non payer dispute on someone who has paid with paypal but has an unconfirmed address? (obviously refund them first, tell them why and give them an opportunity to pay by other means).
I've had course to do it in the past, but then I've always had an advisory in the listing to the effect that we may do this, it's quite amazing just how many people don't read listings at all!
I would imagine it would put off a scammer at any rate, in fact out of 4 occasions when I have refunded, just one buyer has not paid at all, or even responded - definitely dodgy.
I wouldn't suggest doing this every time, but on high value items and with a buyer that you can't pin down, it's a handy thing to know.;)

    I'm having a similar issue with a dodgy bidder on a load of my DVD's. He has bid on thousands of items, took 10 days to pay, but has an unconfirmed address in portugal.

    Given the suspicious bidding and unconfirmed address, it's been refunded and there is still no response to the dispute.

    Also worth pointing out that only buyers in the USA, Canada and UK can have verified addresses, therefore be eligible for Seller Protection. Off international postage only if you can mange the risk and afford to lose the full value of the item!!!

    It's also a common misunderstanding that sending an item by trackable means will protect you in the event a paypal dispute is raised for non-delivery, or credit card chargeback.

  • Interestingly, I read recently that having seller protection will count for more than having a confirmed address.

    It's apparently possible to have protection even when an address isn't confirmed... and should in theory protect you.

    You would definitely lose a chargeback for credit card fraud to an unconfirmed address when sent (and signed for) with tracking, BUT,
    for an item not received dispute to an unconfirmed address, IF you have proof of delivery, paypal should give the seller protection, this was clearly stated by a paypal employee (kim) on the ebay boards. I posted this information a while back.
