Is Moneybrokers a safe payment method?

Someone has just bought an item from Italy. They have low feedback but a confirmed address, I still dont want to take the risk and offered them other payment options.
They messeged me back asking if I can take payment via Moneybrokers, I didnt know what or who they were until a quick google search.
Not very clear on them still but they look safe. Has anyone had payment via this method? Is it safe?
Might be the stupidest question on here of all time, but I never came across this, saw them in high streets, are they the same thing? Or am I confused?

Do you (they) mean Moneybookers?
It's an online payment "wallet" that is particularly useful if using on-line bookies or casinos but can also be used to transfer money to anyone else with a Moneybookers account (similar to Paypal)

If you do mean moneybookers, they're totally legit, I've been using them for years.
And once a payment is made, it can't be reversed, so you've no worries about chargebacks.0 -

Just needed to know if chargebacks wenrt possible and also what will happen if someone decided to use a stolen cc to pay me or something like that?
Thats why I am no taking a Paypal payment from this buyer.
