Buying Land or Roof Tops

Does anybody know how you would go about buying a very small plot of land or the flat roof of a building in London.
On which you would place a small prefabricated home?

    1) find land / roof
    2) identify owner
    3) make offer and agree price
    4) undertake searches / /surveys
    5) pay agreed price and get land / roof transferred into your name

    Getting planning permission at some point may be prudent.

    1a) or, at least, some where between 1) and 5) ascertain whether planning or other permission will be required and whether it is likely to be granted.

    These steps are great but i guess what i should have asked to be more clear was.

    Where would you go to find out what kind of permissions you would need to place a prefab building on the roof of someone else building.
    Or does anybody now of a site that lists small plots of land to buy in london.
    Who should i ask about the rules and complications that can arise from taking something like this on.

    I'd mentally used 4) to cover all relevant pre-exchange investigations - perhaps should have been more explicit.

    But as the entire post was tongue-in-cheek that might have been OTT.

    I suspect Rossc's post should have read:

    I can't see any building owner allowing anyone to build a orefab on the roof of their building.
    Eat vegetables and fear no creditors, rather than eat duck and hide.

    I think property professionals might call it a "roof top extension of lightweight construction".

    As you would expect, building space in London isn't cheap:
    A new 999 year Long-Leasehold of the roof space to be granted at a nominal ground rent.
