Restriction Title Deed England

I have a title deed with the following restriction:

Restriction: No disposition of the registered estate by the proprietor of the registered estate or by the proprietor of any registered charge, not being a charge dated before the entry of this restriction is to be registered without a certificate signed by the proprietor for the time being of the estate registered under title number ******* that the provisions of paragraph 8 of schedule 4 to the transfer dated 9 Feb 2010 referred to in the charges register have been complied with.

The problem i have is that i can get an response from the proprietor of the deed mentioned to get the certificate signed, do anone have any idea how to get round this?

It means that before they will send a certificate allowing a new buyer to register their title only once (usually) all your service charge etc has been paid up (have a look at the Transfer dated 9 Feb - it'll be downloadable from the Land Registry for a £3 fee if you don't already have it in your possession).

The buyer will also have to enter into the same restriction on their registration of transfer.

Just another thing those "overpaid lawyers" who do "nothing" have to get sorted :)
