Moving to JSA & New Enterprise Scheme

Hi All,
Hoping someone can offer some experience / guidance please. My partner lost the family business 2 years ago causing a severe mental breakdown & had to go bankrupt due to personal guarantees against the business. Since then he has been on ESA but now feels he is getting better & would like to start another business (lessons were learned & new venture is more 'low-key') He has recently had his assessment for ESA as yet not heard back but I'm pretty sure he will move onto JSA.
My question is how easy is it to go onto the New Enterprise Scheme, his idea has been researched & on a small scale (won't make him a millionaire) seems to be good. He does not want to take out any loans, which I'm sure he wouldn't be allowed to. I would feel better knowing he is having a mentor with the start up also any benefits that he may be entitled to would help during the start up months as money has been extremely tight, as expected.
Does anyone know is DWP encourage business start ups or just push to get any job? I've heard some stories that they have figures to fill & have to do anything they can to get people back to work. I'm nervous as he still has bad days but wants to start his business (I'm unsure how he would be if he had an external job) so I'm worried he will get pushed into employment & his idea not be given any support?
Any guidance or experience would be useful!
